彭德怀为急救包的事怒气冲冲地找到陈赓，让他通知各野战医院销毁这批急救包，并给周总理发电报，要求务必查清这批急救包的来龙去脉。1953年7月，中朝军队和美军即将签署停战协议时，事情却又突生波折，联合国军不同意美军在停战协议上签字。不久，为了最终的和平，彭德怀发动了金城反击战。此次战役是志愿军入朝以来规模最大的一场战役。这次战役迫使美军不得不重返谈判桌。1953年7月27日，中朝方和美方终于在朝鲜板门店签署了《朝鲜停战协定》，给朝鲜战争画上了句号。彭德怀回国后被任命为国防部长，为加强部队的正规化、一体化建设，他想做的第一件事就是精简整编。彭德怀让张爱萍负责精简整编，紧接着他又把洪学智调来，任命他为总后勤部副部长，负责薪金制的改革。
